Step 3:
Once you are satisfied with your selection go Selections/Invert and hit your delete key just once.
Selections
You are left with only the feathered star image and the rest is transparent. You may de-select now by going selections/none.
Now this next part may sound strange but do it anyway and the reasoning should become clear ok!

Step 4:
Using your crop tool make a selection around the image on your screen and double click inside the area to crop the image. Now I want you to go Image/Canvas Size and use the settings below.
Canvas Size
This will give you room to work in and also center your image.

Step 5:
Click on your Magic Wand Tool then change the Feathering to 0.
Settings
Now click on any transparent part of the image then go Selections/Invert. Now go Selections/Save to Alpha Channel and De-Select. Now on your layer palette create a new Layer name Filled Star and move it below the first layer.
Step 6:
Making sure you are on the Filled Star layer go Selections/Load from Alpha Channel and then flood fill the selection with White.
Step 7:
Because I do encourage people to play with tutorials I am not going to give you the pre-set to use with Blade Pro, Super Blade Pro or Eye Candy 4000. These are just 3 filters you could use on this white filled star to create the first gold frame. I myself have used Super Blade Pro and chose one of the Gold pre-sets I downloaded from the net. You use what you like but use something LOL. Even PSP has something you could use.
