Step 4:
Go Effects/Texture Effects/Mosaic Glass and use the settings shown or choose your own settings Do Not De-Select yet.

Step 5:
Go Adjust/Gaussian Blur and use the settings shown or choose your own. Do Not De-Select yet.

Step 6:
Go Image/Flip Do Not De-Select yet.

Step 7:
Go Effects/Plugins/dsb/center mirror and use the settings shown or choose your own Do Not De-Select yet.

Step 8:
Go Effects/Plugins/Eye Candy 4000 e/Bevel Boss. The first thing to do is go the Settings and chose Hub Cap. Now we will begin to change some of the settings. There are several Screen Shots here to help you. Follow them and make your settings the same OR something that you like. Do Not De-Select yet.

Step 9:
Go Selections/Promote to Layer and then De-Select. Then be sure you are on the new layer and using your magic wand click in the center ( Do Not Click On The Frame ) Now go Effects/3D/Cutout and use these settings or settings of your own, then De-Select and Merge All. :-)
